The RFCS Central Region has a team of Small Business Financial Counsellors focussed on supporting rural small businesses through challenging times, and times of transition and growth.


The purpose of this grant is to fund financial counselling and related services for small regional businesses facing hardship due to drought, the COVID-19 pandemic or bushfires.

Small Business Financial Counsellors can assist eligible clients to access $5000 approved expenditure through the Federal Government for professional specialist third party advice.


The Regional Investment Corporation (RIC) offers a low interest loan for agriculturally related small businesses.

Regional Investment Corporation (RIC) – AgBiz Drought Loan

The Regional Investment Corporation (RIC)  is offering AgBiz Drought loans to help eligible drought-affected small businesses that supply primary production related goods or services to farm businesses in affected areas to mitigate the effects of drought on their businesses. 

AgBiz Drought loans are available to provide: 

  • working capital required to help manage essential operating costs 
  • refinance (restructure existing commercial debt) 

AgBiz Drought loans are for up to $500,000. The loan term is 10 years, with an interest-only period of 5 years and principal and interest repayments for the final 5 years. A variable interest rate applies to the loans (current 2.11%).

You may be eligible for an AgBiz Drought loan if: 

  • Your business has fewer than 20 employees other than casual employees; and 
  • Your business is not a farm business; and
  • A substantial part of the turnover of your business is or has been from supplying, to farm businesses in affected areas, goods or services relating to primary production by those farm businesses; and 
  • As a consequence of drought affecting farm businesses in affected areas, there has been a: 

(a) material reduction in the turnover of your business; or 

(b) a material increase in unsecured debt to your business by farm businesses. 


RFCS Central Region has specialist Bushfire Recovery Counsellors available to assist you. The bushfires have decimated many small businesses and farming businesses. They have had a detrimental impact on services and people in parts of our region.

The following Government assistance is available, however please check with your Bushfire Recovery Counsellor for updates on closing dates and eligibility.

$75k Bushfire Recovery Grant

Disaster recovery grants of up to $75,000 are now available to primary producers in LGAs affected by the NSW bushfires that have occurred from 31 August 2019 with most regions closing 15 December 2020.

The grant is provided to help pay for the costs of clean up, reinstatement activities and emergency measures associated with the immediate recovery of primary production enterprises.

$15k Disaster Recovery Grant

Grants of up to $15,000 are available to primary producers, small businesses and not-for-profit organisations in Local Government Areas affected by the NSW bushfires. It can be applied for if you are not applying for the $75,000 Bushfire Recovery Grant.
